Expenses scandal? What expenses scandal? In an image tailor-made for newspaper front pages, Joanna Lumley, the actress who led a successful campaign to get the British government to allow retired Nepalese Gurkha soldiers who had served in the British army to live in Britain, led the celebrations outside the Houses of Parliament in London on Thursday.On Thursday in London, the British government announced a change in policy that will allow Nepalese Gurkhas, who have been recruited to serve in the British Army for almost 200 years, to settle in Britain after they retire. The Home Secretary, Jacqui Smith, made the

 announcement in Parliament while a group of Gurkha activists, led by their celebrity champion — Joanna Lumley, the actress who starred in “Absolutely Fabulous” — gathered outside the House of Commons and listened by walkie-talkie. 

The BBC showedGurkha campaigners celebrating as the announcement was made. Video of Ms. Smith’s statement to Parliament can be seen on on the Web site of Channel 4 News in London.

Earlier on Thursday, Prime Minister Gordon Brown met with Ms. Lumley for a chat and photo-op at 10 Downing Street.

The sudden change of policy, coming at the end of a long public campaign by the Gurkhas, clearly provides the embattled Mr. Brown with some respite from a raft of news stories about outrageous claims for expense reimbursement by members of Parliament, a scandal that earlier this week led to the ouster of Michael Martin, a Brown ally, as Speaker of the House of Commons.

 

Given that Ms. Smith, the Home Secretary, was one of the M.P.’s most embarrassed by the publication of her expense claims (one was for pornographic films watched by her husband), she must have been glad to change the subject herself.

According to the BBC, all Gurkha veterans who retired before 1997 with at least four years’ service in the British armed forces will now be allowed to settle in the country; until now, some 36,000 Gurkhas who served in those years were denied residency. Ms. Smith said that she was “proud to offer this country’s welcome to all who have served in the brigade of Gurkhas.”

The BBC reports that Ms. Lumley returned the courtesy of the Downing Street invitation with some kind words for the prime minister:

Ms. Lumley, the actress who has been the public face of the campaign on behalf of the Gurkhas, said: “This is the welcome we have always longed to give.” She called Prime Minister Gordon Brown, who she had met earlier, a “brave man who has made today a brave decision on behalf of the bravest of the brave”.

Afua Hirsch of The Guardian explained who the Gurkhas are in a useful Q&A on their Web site:

The Brigade of Gurkhas are Nepalese soldiers who have been recruited to the British army since a peace treaty between the two countries was signed in 1815. They have fought as British soldiers in two world wars and many other conflicts, including those in the Falklands, Sierra Leone, Iraq and Afghanistan.

Ms. Lumley, whose father served in the British army with Gurkha soldiers, had previously given Mr. Brown’s government a public relations nightmare when she pummeled a Home Office official live on television during an impromptu debate on the subject two weeks ago. The day after that exchange, Julian Glover, an editorial writer for The Guardian, suggested that the British public might support a coup by the Gurkhas to install Ms. Lumley as Prime Minister in Mr. Brown’s place.

Independent Television News in London has posted some of Ms. Lumley’s comments after the change in policy was announced on their YouTube channel, including the cry “Ayo gorkhali,” the Gurkhas’ battle cry (meaning, “The Gurkhas are coming”):

-grand father. ..so this new polciy does not make any sense for t he old retired

I guess the battle is not an end,the recent announ cement doesn't address the po
or widow and 18+ chil dren of those real Veterian who help in building B ritish
Empire in 19th and 20th century.
Neverthel ess I am hopefull the intellegent an

er mistake in date th at gurkha served from 1861 it should b corrected, gurkhas
served britain since 1816 when major gener al david octerlony offer nepalese to

First of all I would like to thank to GAESO and it 's committee members who cons
tantly fought for the Gurkha's Right for more than a decade.It's stunni ng vict
ory for the Gurkhas who fought for British Empire for 200 years.
I Also would
like to thank to Ms. Lumley and all other British Lawyers,Citize ns,MPs and all
known and unknown people who have s upported in this fight for Gurkha Rights.

Out of many cases that GAESO won,there are some issue to be addressed.

The news is great, but no where has it been mentio ned about the Indian Nepali G
urkhas who has served the British Army as well. How can we apply for th e settl
ement rights? We are from Darjeeling. There 's a wefare office i Darjeeling, bu
t they do not know about how to apply. My father served for 16 l ong years but
we cannot find the right procedure t o apply for the same. Please help.
